Is the ladder not anchored at the rooftop by hooks. Otherwise indeed very dangerous.

It almost looks like the ladder is hooked over the peak of the roof too so it may not be as bad as it looks!

Not a very good advertisement for a safety first campaign.
Really??!! Sometimes I think that people who work up on roofs have to be a little crazy or short a few slices of a loaf. This seems to confirm that.
