Looks like rain. I think you guys have been having rain while we've been having a heat wave. Our sky turned cloudy today and many of us are doing a happy rain dance ;-)
After years of neglect, my town has passed a bunch of bond issues and so we have similar scenes going on all over the place as we double up to make up.
It's always annoying when I see those high-viz barriers, but this kind of buildings must be done, so it's not like we have a lot of choice in the matter. :)
