There is a lot of irony in this shot!
Someone put up a no-passing sign. A truck went flying by and knocked the sign down. Bill came along, saw what had happened and could not pass it by, so he stopped and took a photo. Bill's motto is "Never pass up a good photo opportunity." Lowell drove up, saw what happened and passed out.
I imagine that wouldn't last long on the ground if not removed!

You caught the truck in the act. Fine action photo. That is an odd temporary no passing sign.
Even though it's a single image, I can picture the truck zooming by, and the sign toppling over.
