Gusty winds most likely contributed to this dead tree being transformed in to a chair. It's safer for the public and offers a place to rest with a view.
This is certainly unique to my experience. I've seen numerous carvings from trees but this is new and great fun. And I don't think it will topple over backward very easily! :)

How clever. It reminds me of one of my posts from a couple of weeks ago. Hurricane Irma toppled a favorite huge old tree. The homeowner hired a chainsaw artist to turn the stump into a sculpture of five dolphins. Smart people, no?
