    The bottom (closest to you) rows of rocks are in a line, where the rest becomes a jumble. So I'd guess they started putting them next to the wall.

    Those rocks do make a fine pattern, and my eye is drawn to the red vehicles in the parking lot. Those rocks should make the ground here solid.
